should be adjusted according to the
condition in which the property is
surrendered, suitable and considerable
rebates (up to, say, an equivalent of
50% of the premium) being offered to a
sitting tenant who has fulfilled the
conditions of his lease.

I note that, in the report of
the Special Committee of the Chamber of
Commerce, the proposal was also made that,
in cases where the terms offered for a
renewal i.e., for a grant of fresh leases
by the Government were regarded as
unacceptable by sitting tenants, the rent
should be determined by an Arbitration

Board. If the suggestion in the preceding
are
paragraph of this despatch adopted,
the question arises whether it would be
practicable to allow such an arbitration
board powers wider than would permit it
to determine the fair and reasonable value
of the holding; and, if not, whether
the grant of such restricted powers would
be of any use.
